Each state score is the mean of 4 equal-weighted domains built from input percentile ranks. Rank #1 is the most distressed jurisdiction in the current state cross-section. Score labels translate the 0 to 100 score into plain-language distress ranges.

High distress Scores 70 and above: high, very high, or extreme state distress.
Moderate Scores 50 to 70: the middle of the current distribution.
Lower distress Scores below 50: moderate-low to exceptionally low state distress.
